APCOA parking charge never received original PCN: who helps?
Summary
If APCOA (or a collector) chases a charge and you never received the original PCN, who helps is still the operator appeal first, then POPLA if they are on the BPA scheme and reject you, with Citizens Advice for letter wording. Advisers will not wipe the charge because post went missing alone. Missing notice is a strong evidence point: ask for the full notice history and proof of postage.

- Keep envelopes, tracker emails, and any Notice to Keeper letters.
- Appeal even if you think the original was never served. Deadlines can restart from the letter you hold: read it carefully.

Practical guidance
- Write to APCOA for copies of the original notice, photos, and postage proof. Appeal on the letter you have.
- Use the online or postal appeal route on APCOA help.
- If rejected, take the POPLA code within the deadline on the rejection.
- If the operator will not issue a code after a valid first appeal, complain to the BPA scheme contact on the notice.
- Citizens Advice if collectors escalate.
