NHS staff parking charges: who helps?
Summary
If NHS staff parking fees or private tickets feel unfair, who helps depends on the door: HR / facilities for permit policy, your union for workplace terms, the parking operator appeal then POPLA or IAS for private land charges, and Citizens Advice for letter help. Campaign anger about trust “profit” is political. Casework still starts with the permit contract and the ticket in your hand. Advisers will not rewrite NHS national parking policy for you.
Key information
- Separate policy complaints (how much staff pay) from a specific unpaid charge or PCN style invoice.
- Many hospital sites use private operators. Private tickets are not council PCNs.
- Keep permit emails, pay app screenshots, shift times, and barrier photos.
- Your union can raise permit cost and deduction issues as workplace terms, and support disability adjustments. They will not cancel a private operator invoice overnight without process.
- Sibling page: visitor / short stay hospital parking charges.
Practical guidance
- Trust parking / facilities and HR: confirm permit status and payroll deductions.
- Union rep if the charge is a workplace terms issue.
- Operator appeal within the deadline on the notice (private land).
- POPLA or IAS after a rejection, if the scheme applies (POPLA).
- Citizens Advice Adviceline 0800 144 8848 if letters escalate toward debt collection. They will not rewrite Trust policy.
- Ask the Shaman: free door routing.
