Traffic PCN to London Tribunals: who helps?
Summary
If a London council or TfL traffic PCN was rejected and you are weighing London Tribunals, who helps is the free online tribunal appeal itself, plus Citizens Advice for evidence structure. For yellow boxes, free specialist tools such as Yellow Box Guru and the FTLA forum help you sense check CCTV and paperwork before you file. Speeding Fixed Penalty Notices and drink drive charges use different doors (police / court), not London Tribunals. For drink drive, start with the duty solicitor, then free initial advice calls that many specialist motoring solicitors advertise, plus legal aid checks. Advisers and free tools will explain which notice you hold. They will not attend a hearing for you or promise a win.
Key information
- Confirm the paper type before you pick a website: council / TfL PCN (civil), private Parking Charge Notice, police Fixed Penalty Notice / Notice of Intended Prosecution, or a criminal charge (for example drink drive).
- For London civil PCNs, deadlines on the Notice of Rejection are strict. Diary the last day to register at London Tribunals.
- London Tribunals is independent and free. You can usually appeal online and on papers. The adjudicator decides on the law and your evidence. They will not give strategic legal advice, cover speeding FPNs or drink drive charges, or extend every deadline without a process reason.
- Paying early can close some appeal doors. Read the notice before you pay.
- Yellow box / moving traffic PCNs: ask for the full CCTV clip; note whether the vehicle actually stopped and whether any stop was due to stationary vehicles.
- Free specialist tools before paid appeal companies: Yellow Box Guru (free checklist, appeal wizard; optional paid one to one), FTLA forum (community paperwork review), Fight the Fine (free appeal letter tool for parking style tickets). None of them replace London Tribunals or guarantee a win.
- Speeding / FPN / NIP: police force ticket office and Ask the Police Fixed Penalty FAQs, not London Tribunals.
- Drink drive / criminal motoring: duty solicitor at interview first. Then Citizens Advice, GOV.UK find a legal adviser, LawWorks, and free initial advice calls that many specialist motoring firms advertise (examples: M.A.J. Law, Keep Me On The Road). Full defence is usually paid or legal aid. Legal Shaman does not endorse one firm.
- Citizens Advice will help you identify PCN vs private charge vs police FPN vs criminal charge, and point you to appealing a parking ticket. They will not appear at London Tribunals for you or defend a drink drive trial.
Practical guidance
- Read the notice header: PCN, private Parking Charge, FPN / NIP, or court summons.
- London civil PCN (parking, yellow box, bus lane): informal / formal reps to the issuer (TfL make a representation when TfL) → then London Tribunals online if rejected in time (preparing your appeal).
- Outside London civil PCN: issuer reps → Traffic Penalty Tribunal.
- Private land: operator → POPLA / IAS.
- Speeding / FPN: force ticket office using the notice; get advice before rejecting if court risk worries you.
- Yellow box / complex PCN: free Yellow Box Guru checklist or wizard, and/or FTLA forum sense check, then tribunal.
- Drink drive / criminal motoring: duty solicitor first if interviewed; then Citizens Advice / legal aid search; optional free initial call with a specialist motoring solicitor. Not a PCN tribunal site.
- Citizens Advice Adviceline 0800 144 8848 if the paperwork is confusing.
- Ask the Shaman: free door routing.
