Neighbour modified cars Northern Ireland police: who helps?

Summary

If a neighbour’s modified cars in Northern Ireland look illegal or create nuisance, who helps splits by risk: PSNI for dangerous driving, no insurance, or crime; the council for noise or anti social behaviour; and Citizens Advice for which door fits. Officers will not always seize a car for cosmetic mods alone. Advisers will not visit the street for you.

Key information

  • Separate roadworthiness and insurance offences from neighbour annoyance about looks or parking.
  • Film only what is public and lawful. Do not trespass onto their drive for photos.
  • Keep dates, times, registration plates if visible from the public road, and noise logs.
  • Housing association or landlord routes apply if the neighbour is a tenant of a social landlord.
  • PSNI can: take reports of dangerous vehicles on the road, suspected no insurance, or crime; may use non emergency 101 for lower urgency reports. They will not guarantee action on every cosmetic modification parked on private land.
  • The council can: assess noise, ASB, or abandoned vehicle style complaints under local powers; may write to the owner or liaise with other agencies. They will not run a full MOT test for you, or settle a private neighbour feud.
  • Citizens Advice can: help you pick police versus council versus landlord doors; point to letter wording and evidence lists. They will not report the cars on your behalf or take court action.

  • If there is immediate danger on the road, use emergency services.
  • Otherwise gather calm evidence from public vantage points.
  • 101 / PSNI for suspected road traffic or insurance offences.
  • Council ASB / environmental health for noise and site nuisance.
  • Landlord or housing association if the neighbour rents from them.
  • Citizens Advice if doors bounce you between agencies.
  • Ask the Shaman.
